A seller's permit, also called a state sales tax id number, is
required for sellers of retail merchandise or, in some states for
certain taxable services. The permit is used to buy at
wholesale (without paying taxes to the wholesaler ).
Then the seller collects taxes from the buyers of the merchandise
and gives it to the government.
